There is, indeed, much to celebrate in what has been achieved, such as more effective forms of multi-agency working and a focus on underlying need as well as dealing with the actual offending behaviour. There is also much still to be concerned about, such as the high proportion of young people in custody, and the continuing challenges of connecting young offenders to mainstream services.
What is not in doubt is that youth justice is an expanding field. Those within the youth justice system need to grasp an increasingly complex body of knowledge. Those in related fields need to have a more sophisticated understanding of what the youth justice system is seeking to achieve.
