Unite said the reports, carried out for the Department of Health by King's College London, left "health visiting out of the intellectual loop". Nurses in Society and State of the Art Metrics for Nursing aimed to show how nurses fit into the latest health reforms.
Obi Amadi, Unite's lead professional officer, said: "We feel consideration of the community nursing role is being intellectually sidelined."
But Dr Jill Maben, co-author of Nurses in Society, denied the claims. "The recommendations we have made apply to the whole nursing sector, including health visiting," she said.
