Red tape delays education aid

Penalties should be imposed on learning providers who use overly bureaucratic processes to arrange education maintenance allowance (EMA) payments to students, a group of young learners has proposed.

In a report by the National Learner Panel, students warn that EMApayments can be delayed for several weeks if complicated forms arefilled out incorrectly.

One young learner explained: "People at my college had a lot of problemsgetting EMA. People weren't helped by the college to fill in theirapplication forms correctly or given any guidelines. If a student missedticking a single box on the application form by accident or because itwas unclear, they were refused payments for weeks after themistake."

The panel is also calling for a clear system to notify learners when andwhy a delay to their EMA occurs.
