Proposals in the Education Bill include the introduction of three-year ringfenced budgets for schools. The Local Government Association said this could damage the link between schools and other public services.
The NSPCC said it was concerned how councils' duty to co-operate with other local agencies would be translated to schools in a climate of increased autonomy.
