PRU academy status poses problems

Government plans to allow pupil referral units (PRUs) to become academies will require an overhaul of current legislation and funding arrangements, a director of children's services has warned.

Last week, Education Secretary Michael Gove announced that schools ratedas "good with outstanding features" by Ofsted are to be given theautomatic right to convert to academy status. Following hisannouncement, Gove wrote to head teachers adding that, although PRUs aregoverned by a different legal framework, the government is "looking toensure they are eligible to apply for academy status at the earliestpossible opportunity".

Chris Kiernan, director of children's services at Waltham ForestCouncil, questioned how such a change could work legally or practically'since local authorities are responsible for PRUs and currently fund suchprovision using cash from their schools budget.

"We have the statutory duty to provide PRUs at the moment. Maybe schoolswill have to provide that provision directly instead," he explained."Clearly there will need to be further announcements on this".
