Colin Moses, national chair of the association, told Young People Now he believed an announcement was imminent: "The Prison Service and the Government have made the decision to hand over the whole of the juvenile estate to the private sector." He said that young prisoners "should not be held for profit", and pointed out that the youngest inmate to commit suicide, 14-year-old Adam Rickwood, did so in a privately run secure training centre (YPN, 18-24 August, p2).
Moses said the Government would "market test" the four institutions, allowing competition from the private sector.
When questioned about the claim at the Labour conference, prisons minister Paul Goggins said that no decision had yet been made.
