It is like reading an issue of Youth Justice Board News, which parades lists of projects as new. But a large number of these are no more than revived forms of intermediate treatment projects (the youth justice buzz words in the 1970s and 1980s) and many other schemes that had been started, tried, worked in most cases, and then had funding withdrawn. In addition, there are the research reports continually being released on the same topics, which hit us with newsthat is self-evident to anyone with a brain. Many of these are no more than a rehash of previous reports, consuming much money to research and produce.
