Policy & Practice: Soapbox - The needs of the most vulnerableremain neglected

Fiscal and resource support for the most isolated and vulnerable young people is a vital component of any government's strategy to tackle poverty, disadvantage and social exclusion. Endless amounts of research and governmental reviews, both in this country and abroad, have concluded that money and resources need to be targeted first and foremost at those most in need.

Since 1997, the Government has implemented significant public policy initiatives such as Sure Start, from which the political mileage is likely to be reaped by another government in 20 years' time.

But the Government doesn't appear to subscribe to the same ambitious agenda for those vulnerable 16- to 25-year-olds and their families, who were well beyond the age of Sure Start when New Labour was elected in 1997, but who are just as vulnerable and in need of support as those families with younger children who are now able to access support from the scheme.
