But only 70 per cent of 15-year-olds in the UK used a condom the last time they had intercourse. This compared with 89 per cent in Spain - which has the highest rate of condom use among sexually active 15-year-olds in Europe - and 65 per cent in Sweden, which has the lowest. The UK has the highest rate of births to teenagers in Europe, with an average of 26 live births per 1,000 women aged 15 to 19. This is a fifth higher than Latvia, which has the next highest rate of live births.

Anne Weyman, fpa chief executive, said: "Sex and relationships education is the foundation on which good sexual health is built. We have long campaigned for sex and relationships education to be mandatory and to begin at primary school."
