The problem of teenage pregnancy in Wigan is being addressed by the local authority with the establishment of initiatives including sex education and free condom distribution. Why Wigan should have almost twice the national rate of teenage pregnancy remains a mystery. The decline of its traditional manufacturing industry has left higher levels of unemployment among the young. There is already a significant number of single-parent families, many of whom receive benefits, so it is possible that the cycle of dysfunctional families contributes to the ongoing problem.
