What's in it?
The Safeguarding Vulnerable Groups Act 2006 introduced a vetting scheme for people working or volunteering with children and vulnerable adults. Unless they are barred, youth workers must apply to become members of the scheme, which will begin in autumn 2008.
Plan include:
To create a list of offences that bar a person from working with children and vulnerable adults. A new Independent Safeguarding Authority will decide on offences that don't carry an automatic ban. The Government wants views on appeals.
