The charity Rethink said providing information is the best way to stop young people using the drug. Katie Leason, project co-ordinator for its cannabis campaign, said: "It's clear young people need to be educated on the risks of using cannabis."
The report, Educating Reefer, recommends cigarette paper packets, such as those made by Rizla, should carry warnings about the mental health effects of the drug.
A spokesman for Imperial Tobacco, which owns Rizla, said: "We are aware rolling papers can be used in connection with cannabis. However, we do not condone such activities or endorse the use of our products for such purposes."
