Probation staff believe the new structures have been relatively successful. However, as a result of the government's "tough on children in trouble" policies, we now have record numbers in custody, with children entering the criminal justice system far too early (CYP Now, 21-27 May).
More emphasis needs to be given to prevention, diversion and supervision of young people, to avoid the unwelcome tag for Britain of having one of the highest rates of incarceration of under-18s in Europe.
