NO - ANDREW CHRISTIE, director of children's services, London Borough of Hammersmith and Fulham: I am opposed to such a regulatory requirement. In Hammersmith and Fulham we have made quite a lot of housing provision available for care-leavers. But we ought to model what a good parent would do, and generally they do not set young people up in accommodation at an early age. The green paper and legislation should concentrate on allowing young people to remain in foster homes longer.
YES - CHRISTOPHER HOYLE, 20, care-leaver: I don't like the word "ghettos" as it's demeaning. There is no reason why care-leavers all have to be placed in the same block of flats as they should be given a choice as to where to live. Care-leavers should have permanent accommodation in a good location, which is safe, secure and affordable. There also needs to be a well-planned transition to independence.
