The scheme is not going to tackle anti-social behaviour as it is nottackling the root of the problem. It is also going to lead to lesscohesion in the community with parents having to pay compensation totheir neighbours and others in the community. Patterns of anti-socialbehaviour are concentrated in the lower socio-economic bracket so thesefines will hit parents who are least likely to be able to afford to paythem.
