YES: Liz Railton, director of children's services, Essex County Council- This is absolutely the right time to have this debate. Many schoolsacross the country are aware that working in partnership with theirlocal councils is one of the best ways to deliver on all the Every ChildMatters outcomes, including educational achievement. As we strive tomake a reality of prevention and early intervention we cannot afford tohave public funds locked away in school coffers and not used to maximumeffect for children and young people.
NO: Martin Ward, deputy general secretary, Association of School andCollege Leaders - We would not be happy to see directors of children'sservices or anyone else given access to this funding. The advantage ofthe Dedicated Schools Grant is that it drives funding to individualschools without it having to pass through council treasury departments.Of course, they are trying to use their funds to the best effect butwith so many calls on limited resources there is a danger that schoolswill find themselves starved of funding.
