Northern Ireland: Disappointment as action plan is omitted from10-year strategy

Campaigners in Northern Ireland have expressed disappointment that the province's long-awaited children's strategy has been launched without an action plan.

Children's minister Maria Eagle launched the 10-year strategy forchildren and young people, Our Children and Young People - Our Pledge,last week. It aims to steer departments and services towards the fiveEvery Child Matters outcomes that are used in England.

Departments will also have to work towards a series of pledges,including earlier intervention, partnership working, developing childparticipation and adopting a whole-child approach.

Campaigners welcomed the strategy's strong focus on children's rightssince they feared the measure would be omitted following earlierproposals. However, they have warned that the strategy, already subjectto a series of delays, will not get off the ground until departments arepinned down to timescales and goals by an accompanying action plan.
