Tagging will not deter young offenders from crime, a group of teenage offenders told Home Secretary David Blunkett when they had a chance to grill him at the Youth Justice Board's annual conference. Four offenders from Hackney told the Home Secretary they believed custody was a more effective way to get young people back on track than electronic tracking systems.
