The Scottish Executive has angrily denied a report claiming it is failing to tackle persistent young offending. The Herald newspaper said it had been leaked figures compiled by the Scottish Children's Reporter Administration showing a five per cent rise in persistent young offending last year. But the Executive said it did not recognise the figures as the definition of persistent offending has changed.
