News in brief: Leeds City Councils admits shortfall

Leeds City Council has admitted to an 18m shortfall in its social services budget but says the impact will mostly be felt in community care services for older people rather than children's services. The shortfall has been identified by a new ruling coalition that took over the running of the council in June.
