More than 40 per cent of all children held in penal custody are officially considered by the authorities to be "vulnerable", according to the Howard League for Penal Reform. "This means they may have been physically or sexually abused, have a medical condition or have mental health problems and so need extra special care," said Frances Crook, director of the Howard League for Penal Reform.
