The DfES says it is considering the most practical way of implementing a central registration scheme to determine whether a person is unsuitable to work with children. The Bichard Inquiry recommended a register of the entire children's workforce but reports suggest children's minister Margaret Hodge is considering just a list of people deemed unsuitable to work with children.
