Under the draft Charities Bill, published last week by the Home Office, charities will have to pass a "public benefit" test. This could put pressure on private schools to offer more places to children from less well-off backgrounds. The draft contains extra measures to ensure that donations are used properly and that abuses are dealt with quickly.
