Members of the Association of Youth Offending Team Managers were being asked at their annual general meeting this week to consider a motion that only children who present a "significant and continuing risk" to other children should be placed on a register of people who have committed offences against children listed under Schedule 1 of the Children and Young Persons Act 1933.
