The social services department in Birmingham is so overstretched that children are being sent to care homes as far away as Kent and Liverpool. The city has 18 children's homes but all 130 places are filled. Other vulnerable children are being sent up to 150 miles away. A spokeswoman for the authority could not say how many children were being sent to other towns, but she said it was fewer than 130.
