The scheme was set up to encourage 16- to 17-year-olds not in education, employment and training (Neet) to take part in activities as a stepping-stone to a course, training place or job.
However, take-up among those on benefits was found to be low since their benefit status meant they were not entitled to weekly cash incentives to take part.
An evaluation of the scheme urged the government to address this anomaly should the scheme be rolled out nationwide.
Association of College and School Leaders deputy general secretary Martin Ward said: "These young people are often amongst the most marginalised and vulnerable and it makes sense to give them additional, targeted support."
