NCB Now: Comment - Let's not lose the Lords' Children Bill momentum

On 15 July the Children Bill finished its progress through the House of Lords, and the peers - particularly Baroness Ashton, who led for the Government - have done it proud. They have spent a generous amount of time debating the Bill, which has been improved in a number of areas.

The Bill itself covers a cornucopia of issues, some of which we will consider in more depth over the summer. Meanwhile the push to apply emergency dentistry to a toothless Children's Commissioner appears to have been successful. The Commissioner will now promote and safeguard the rights and interests of children in England, rather than just listen to them.

Attempts to promote co-operation among local partners are welcome, but miss crucial elements. Although Youth Offending Teams are now a named member of this strategic partnership, schools are not - a significant problem if the Government increases school autonomy. And the partnership fails to include the National Accommodation Support Service, implying that asylum seeking and refugee children are different.
