Munro review of child protection proposes sweeping reforms

Scrapped social worker targets, renewed emphasis on directors of children's services and calls for a greater focus on early intervention all form part of Professor Eileen Munro's long-awaited final report on child protection.

OVERVIEW

Professor Eileen Munro's final report to the government on child protection proposes an overhaul of the system to free social workers from targets, scrap nationally prescribed ways of working and introduce sweeping reforms to inspections.

The culmination of a 10-month review, it sets out 15 recommendations to simplify and strengthen the procedures used to protect children from harm.

It argues that a one-size-fits-all approach to safeguarding and a "tick-box culture" is preventing local areas from focusing on the needs of children.

Artificial timescales

Recommendations include the removal of the statutory requirement on local authorities to complete social care assessments within "artificial set timescales", and the scrapping of core and initial assessments in favour of one unified check.
