The Associate Parliamentary Food and Health Forum said the government should pay for the morning meals.
Its year-long inquiry found evidence that a good breakfast can have a positive impact on the performance and behaviour of school children.
Labour peer Baroness Gibson of Market Rasen said free breakfasts "could help children recognise good nutritional food as part of their everyday life".
The report, The Links Between Diet and Behaviour, also recommends better diets in young offender institutions.
