Earlier this month, children's minister Tim Loughton told delegates at aNational Council for Voluntary Youth Services (NCVYS) conference he hadwon the battle with government over how the 300m to 400mto be reclaimed from dormant bank accounts, should be spent. He said: "Iwas clear that the primary focus of the bank should be youth and that isgoing to be its primary objective."
But the Cabinet Office has since said the bank will be independent andgovernment will have no power to force it to prioritise its funding.
Instead it will issue a "mandate" asking it to focus funding on youthwork.
Linda Jack, chair of the Liberal Democrats' youth policy working group'said the government could be breaking legislation in the Dormant BankAccounts Act 2008 if youth projects are not given priority.
