Ministers cave in to care Bill pressure

Ministers have bowed to pressure from the House of Lords and rewritten a large chunk of the Children and Young Persons Bill.

After intense debate about the Bill's proposals for accommodation of children in care, the government has taken the unusual step of scrapping three of the Bill's clauses and replacing them with a single, clearer clause.

Introducing the changes, junior schools minister Lord Adonis said: "These government amendments concern the duties on local authorities in respect of the placement of looked-after children. They follow concerns raised in the grand committee and by stakeholders."

He said issues included the considerations taken when making decisions on residential placements, such as where they are and how close they are to where the child goes to school.

Lord Adonis told the Lords: "The new clause applies a single consistent test, namely, that any decision should lead to the most appropriate placement that safeguards and promotes the welfare of the child."
