
Last November, a group of people - some care professionals, others with personal experience of the care system - started a campaign in response to the government's decision to exclude those living in care homes from receiving additional post-care support it had recently announced for fostered children.
Just six weeks later, despite having no funds or media platform, the Every Child Leaving Care Matters (ECLCM) campaign had garnered enough support in high places for it to secure a parliamentary debate on the issue.
The debate not only forced the government to justify its stance, but also drew a significant concession: that it would commission research on the issue, and then look at it again.
