The Healthcare Commission's annual survey asked about incidents in the month before the workers were quizzed.
The poll, carried out between October and December 2007, found 45 per cent of midwives had seen potentially harmful incidents compared to 35 per cent of children's nurses and 21 per cent of health visitors.
Of the midwives, 61 per cent blamed low staffing levels for the incidents. The poll also looked at working hours. Sixty-five per cent of midwives and 62 per cent of health visitors work up to an extra five hours per week unpaid.
