LOOKED-AFTER CHILDREN: Cases need outside audit, says judge

Inspections and audits should be introduced to ensure that local authorities find permanent placements for looked-after children promptly, a leading judge has recommended.

In a lecture for the National Youth Advocacy Service, Mr Justice Munby also said there should be monitoring outside of the local authority where children had no allocated social worker, especially if they were priority child protection cases.

He said "parents and children needed (just as much) support and representation"when decisions are being taken by administrative bodies as when they were being taken by the courts.

"In court the child has the assistance of a guardian and a professional advocate," he said. "Once the final care order is made the child loses both. Subsequent decisions made by the local authority can have the same effect on the child as any order made by a judge."
