London is slow to embrace the Care Matters reforms

A survey by London Councils has shown that three years after the Care Matters agenda launched some councils are lagging behind on their commitment to children in care. Joe Lepper reports.

The Care Matters white paper of 2007 laid out an ambitious set of pledges to improve the lives of children in care.

According to the policy document, children in care councils (CICCs) should be set up to give children and young people a greater say in their care.

Local authorities are also expected to provide personal advisers for care leavers up to the age of 25 to help in their search for work and training; provide personal education allowances; and create a pledge outlining clearly the support looked-after children should expect.

In addition, the white paper proposed exploring new ways of working, such as creating virtual school head roles to work across schools ensuring all children in care are being properly supported.
