Local government: Communities to decide on budgets

Playgrounds and youth services could get extra funding under plans to give local people powers to decide how councils spend their budget.

Children and young people could also become more involved in decidingwhich services they would like money spent on under the plans, whichlocal government secretary Hazel Blears announced last week.

Blears said the aim was for a "community kitty" for every neighbourhoodwithin five years, giving local people power to decide how to spend thecash.

Under the "participatory budgeting" plans, pioneered in Brazil,communities will be able to take control of the money through debates,ballots and public meetings. This means local people, who will have beengiven training on how council budgets work, can insist money is put intoservices such as youth clubs, more playgrounds and more open spaces, ifthey feel their community needs it.
