This "flattening" of grants means schools in disadvantaged areas are missing out on thousands of pounds of funding per pupil each year. The study by the Institute for Fiscal Studies found primary schools should be receiving £5,950 in funding for each pupil that is eligible for free school meals, but on average receive just £3,670. A similar situation was found in secondary schools. On average, secondary schools should get £7,120 for each low-income pupil but in fact receive only £5,520.
The study also found councils were slow to react to changes in number of pupils with special educational needs and from deprived backgrounds and alter funding quickly.
