attended the fringe meeting. We spoke only briefly; he is well aware of my views on prisons following my conversation with him in June 2004 when he attended a board of trustees meeting at The Howard League for Penal Reform.

David Blunkett, when speaking at the conference, announced that children who breached anti-social behaviour orders (Asbos) would be named and shamed by the media. He claims this is "vital to reassuring communities".

Instead of labelling children in a negative way, it would be more reassuring if the Home Secretary tackled anti-social behaviour by putting resources into activities for children that engage them in positive and constructive ways. Asbos cause children to feel isolated, excluded and stigmatised.
