Where might you hear it? In discussions with council or other officials on whether a council is likely to win Beacon status.

What does it mean? The Beacons are akin to the Oscars for local authorities. At a glitzy awards gala each year, councils are awarded Beacon status for excellent performance in certain areas. These areas reflect government priorities. For instance, Cornwall, Tower Hamlets and Newcastle upon Tyne councils were recently awarded Beacon status for tackling child poverty. Beacon winners then endeavour to share their secrets with colleagues in other councils.

Predictors of Beaconicity is a phrase used to identify the local authorities as most likely to apply and be awarded Beacon status. Once these factors are known, government officials can help weaker councils improve their chances of success and therefore their overall performance.
