Interview: On close inspection - Michael Hart, director, children, Ofsted

The Baby P case has generated more than the usual level of interest in Ofsted's annual report into the state of services for children in England.

Safeguarding was a prevalent theme throughout, along with some damning statistics around care homes, private fostering arrangements and serious case reviews. Michael Hart, director of Ofsted's children division, is the man charged with keeping local authorities on their toes in an effort to ensure standards improve.

The report showed 41 per cent of serious case reviews conducted since Ofsted began inspecting them in April 2007 were judged to be inadequate. Hart says: "We just think it's not good enough that some aspects of the review process are not being met." The report also says the delay in producing reviews means the potential for learning from them is "severely limited".
