BACKGROUND

Renfrewshire has the fourth highest number of looked-after children in Scotland. They numbered 790 in 2010, when the council-led Renfrewshire Children's Services Partnership embarked on Achieving Step Change in Children's Outcomes, a strategy aiming to reduce this figure through a major shift to early intervention and preventative work.

This strategy was informed by responses from nearly 13,000 nine- to 17-year-olds to a survey on their needs and drawn up in partnership with the Social Research Unit in Dartington, which helped scour the world for proven ways of reducing the risk of troubled young people entering care.
