The two-year pilot was planned by the Department of Health but now falls within the remit of the Department for Education and Skills. It is part of recommendations made in last year's Young Runaways report published by the Social Exclusion Unit. The community refuge scheme will offer local and immediate overnight accommodation for runaways.
Elaine Pearson-Scott, acting operations manager for homelessness project Safe in the City, said: "Community-based projects mean homeless people will be able to stay in overnight accommodation near their towns."
Separately, Calderdale County Council was due to vote this week on whether to spend 350,000 on a new hostel.
