Four out of five mothers in a study funded by the Joseph Rowntree Foundation said Home-Start had helped them cope in stressful circumstances.
But researchers found little difference between improvements among Home-Start users and a group of mothers using standard health visitor services.
Home-Start chief executive Dylan Harrison said there were a number of factors that could account for the results, including the fact that health-visiting services may have improved.
He said: "We have never said we're an alternative to statutory services; we're looking at providing something additional to families who need that bit more."
