The move follows research carried out with more than 1,500 youngsters aged between 11 and 19. A third were interviewed using an online questionnaire.
Young people said they wanted personal access to health advice at places where they already go such as sports clubs.
The research, which fed into a review of young people's needs by the Cumbria Health and Well-being Scrutiny Committee, also found young people want better explanations of waiting times in accident and emergency departments and more to do while waiting.
