Currently health authorities in the area where the children are placedfoot the bill. But, under regulations that come into force on 1 April,the so-called "responsible commissioner" will be based on the locationof the GP the child was registered with at the time of placement(Children Now, 27 September-3 October).
Peter Stevens, manager of Kent-based Caspar Fostering, said: "Whenconsidering the impact that out-of-authority placements for childrenhave had on areas like Kent, this is potentially helpful."
The categories of children covered by the regulations are care leaversup to the age of 18, pupils with a statement of special educationalneeds attending a residential school, and children in a care home,children's home or independent hospital.
