The news follows a review by the Healthcare Commission that describes the lack of progress on children's care in units as a "common failing".
It says there has been little change in the number of units that always have a child-trained nurse available between 2001 and 2004. Less than half of units said follow-up care would be available from a nurse trained in the care of sick children. And only one in three had dedicated theatre sessions for children.
Linda McQuaid, director of children's services at Hertfordshire Partnerships NHS Trust, said hospitals faced problems of children's staff being stretched across several children's wards.
