Mary Renfrew, author of the Breastfeeding for longer - what works and why? report and director of the mother and infant unit at the University of York, said there was a difference in political will between the English Government and the devolved health departments in the UK.
She contrasted the role of Scotland's breastfeeding advisor and England's infant feeding advisor, who does not focus exclusively on breastfeeding.
She added that the position lacked the same level of autonomy, questioning why the Government had not joined its UK counterparts in implementing a breastfeeding strategy.
