The charity made the call in its Listenup! report, which launched last week. The report looks at services provided to young people with mental health problems.
Dr Andrew McCulloch, chief executive of the foundation, said the report shows the important role of the voluntary sector in helping troubled young people.
He said the sector is constantly living "from hand to mouth" and needs to be more involved in the commissioning process. He added there needs to be someone in local areas who will take responsibility for the commissioning of mental health services for young people.
