The report, Early Years Outreach Practice, looks at the challenges of working with families in these communities and gives examples of best practice.
It covers the Early Years Foundation Stage, the curriculum for children from birth to five and how outreach work can be structured around the principles of the foundation stage.
According to Save The Children, there is evidence of Gypsy and Traveller families remaining excluded from mainstream services, making outreach work doubly important for them. Poor health, patchy access to education and isolation can also affect children and families in the community.
"Currently Gypsy, Roma and Traveller children in their early years are still often excluded from services that aim to maximise life chances for every child," the report states. "The opportunities for these children to thrive and reach their potential within the five Every Child Matters outcomes therefore can be undermined."
