The guidance forms part of The Inclusion of Gypsy, Roma and Traveller Children and Young People, which outlines what schools and local authorities should do to help raise the achievement of these groups, who are the ethnic minorities "most likely to be victims of racism and at risk of exclusion".
Schools should also do more to engage with parents to ensure they take a "full and active part in the life and work of the school" and to ensure that school environments are "welcoming and accepting" of these communities.
